MediaTomb (http://mediatomb.cc/) works great for me… serves up all MP3s, JPEGs, and mpeg2/4 videos.

No on-the-fly transcoding though.

You can also try TVersity in Windows, which is free and able to convert video types on the fly into a format that PS3 supports.
